Presentation of Initial Study and Coordination of Observation Sites in the Framework of Prototype Technical Guidelines for the Office of the Ministry of Religious Affairs

FST-UIN Malang (09/06/2023) The Ministry of Religious Affairs and the Juknis Team of the Architectural Engineering Study Program, Faculty of Science and Technology UIN Maulana Malik Ibrahim Malang held a presentation and initial study and coordination of observation locations in the context of preparing the prototype juknis of the Ministry of Religious Affairs office. The activity took place at Lembah Metro Resort and was attended by the Head of Planning of the Secretariat General of the Ministry of Religious Affairs RI: H. Ramadhan Harisman, S.T., M.B.A., Monev Team of the Planning Bureau of the Secretariat General of the Ministry of Religious Affairs RI: M. Iqbal, Erwin Maryadi, Dean of the Faculty of Saintes: Dr. Sri Harini, M.Si., Vice Dean of Science and Technology for AUPK: Dr. Akyunul Jannah, S.Si., M.P. and Architecture Technical Team: Tarranita Kusumadewi, M.T., Aisyah Nur Handryant (presenter), M.Sc., Prima Kurniawaty, M.Si., Ana Ziyadatul Husna, M.Ars., Moh. Arsyad Bahar, M.Sc., M. Imam Faqihuddin, M.T., Eni Zuliana, M.Ars., Sofia Amalia Husna, S.Ars. The activity was carried out in order to carry out the duties and functions of the Ministry of Religion in the region both at the provincial office of the Ministry of Religion required building planning standards in accordance with service needs that meet the principles of government-owned public building service standards. This Juknis also regulates architectural guidelines that affect the face and image of the Office of the Ministry of Religious Affairs at the provincial level. Furthermore, a study of the vision-mission, objectives and philosophical foundation of the Ministry of Religious Affairs will be conducted to obtain an overview of the image of the building to be created. The principles of moderation, locality and centrality are also basic guidelines in the preparation of the Guidelines.
In this initial study presentation and coordination activity, several important points were raised by the Architecture Engineering Study Program Juknis Team including preliminary research, observation surveys, and analysis. Preliminary research is carried out by means of a literature review of several references needed. The references needed include those related to: (a) Vision, Mission, Goals, and Philosophical Foundations of the Ministry of Religious Affairs of the Republic of Indonesia including the motto: moderation, locality and centrality, (b) Typology of Organizational Structure and Work Procedures of Regional Offices of the Ministry of Religious Affairs of Provinces and City Districts, (c) Architectural Standards in Public Service Buildings, (d) Typology of Traditional Architecture, Vernacular Architecture and Archipelago Architecture. Surveys and observations were conducted in only a few sample regional offices due to time constraints. Aspects that need to be surveyed and observed include existing conditions organizationally, location, site, form and appearance, structure and construction, ornamentation and decoration, and utilities. The aspects that will be analyzed to produce the Technical Guidelines document are based on (1) aspects of building function based on the typology of the organizational structure of the ministry of religion office both in the region and city district, (2) aspects of the organization of inner and outer space, (3) aspects of form and appearance, (4) aspects of structure and construction, (5) aspects of ornamentation and decoration and (6) aspects of building utilities. Based on the analysis, a block plan, form and appearance design guidelines, structure and construction design guidelines, ornamentation and variety design guidelines and utility design guidelines will be obtained. From the overall design guidelines, it is expected to obtain an overview of the financing needs required for each type. The work progress of the technical guidelines that have been carried out has reached 30 percent, namely at the stage of analyzing the architectural style of the building as well as analyzing the space requirements and space standards of the provincial Ministry of Religious Affairs regional office. On this occasion there were also some additions from the Head of the Planning Bureau of the Secretariat General of the Ministry of Religious Affairs of the Republic of Indonesia, namely Mr. H. Ramadhan Harisman, S.T., M.B.A., that the preparation of this technical guideline is expected to not only stop at the scope of the provincial Ministry of Religious Affairs regional office, but also include the district / city office of the Ministry of Religious Affairs and how to compile guidelines related to the Ministry of Religious Affairs office that requires minor or major renovations so that the proposed budget is right on target and as needed.
